It simply would have made the reveal scene in GoldenEye have more emotional impact visually and emotionally. So after the events in his first film, and then of course the bloodshed he was apart of in License to Kill, seeing a fellow agent he thought could be trusted to no end turn on his country would have completed a major story arc for Dalton's 007. Think about it, the tenure Dalton had in the role from day one in The Living Daylights had his version of 007 essentially sick and tired of the job and overall not thrilled about some of the things he had to witness having a license to kill.
